Yamaha T9.9ELRO no water from Tell Tail

My neighbour has a Yamaha T9.9ELRO and we can't get the water to come out the Tell Tail.

We CAN get water after the thermostat though so I know the pump is working well. We tracked the water to the area shown below, it gets stuck here and we don't know what else to do - any ideas? We can't get a wire down their, it hits something!

Try blowing high pressure stream of water or air back through the pee hole.
