Yamaha L4 3.0 stalls when put in gear

Just recently I acquired a 1994 Glaston Ultra 170 with a Yamaha L4 3.0 motor. However, it struggles to shift into gear. To prevent stalling, you need to quickly place the boat in gear with one swift movement then feather out the throttle, bringing the revs down. This is the case with both drive and reverse.
Upon purchase, the previous owners had a mechanic tell them it was an issue with the shifter cable; however, I wanted to know if anyone else has had a similar issue. I would take it to a mechanic, but the shops near me have a lengthy wait time and I would prefer to fix it myself if possible.
Does anyone have any experience with issues like this? Would replacing the shift cable fix the problem or could it be a more complex issue with the transmission/clutch dog?

Thanks in advance,

Why, the drive is obsolete with near zero support and the boat is 28 years old. consider the boat a project.

could be shift cable and shift interrupt, however could be carb needs TLC

Thanks for the replies guys. My current plan is to replace the shifter cable then examine the clutch dog/clean the carburetor.
