Yamaha hpdi 200 crank, no start

Hello, I recently purchased a center console boat with a 2002 Yamaha hpdi 200 on it. Hours are unknown right now.
Previous owner said the boat was struck by lightning while out on a mooring which I think I can confirm with the stereo, VHF, and radar all being toasted.

The engine cranks just fine, good compression, everything is clean. The problem I'm having is the 20 amp fuse on the PBT circuit is popping. When I install a new one it sounds like it energizes the fuel injectors on the right side. I have purchased a good used ECU, and installed with no luck.

The local Marina says it would be 3 months before they could look at it, I'm looking for any help where I could start diagnosing this engine from.

Hours are unknown because the gauges are not working, I'm assuming because of the lightning strike.

With the key in the off position if I go to reinstall the PBT 20 amp fuse it still puts power to the injectors. Is this normal?

just curious, what does PBT mean
