Looking at a '90 85hp that doesn't have tilt/trim. Can one be bought and added to this easily and affordably? If not, I'm told a jackplate would accomplish the same thing. Is this true?

The t&t is different then the jackplate. The trim changes the angle of thrust and the jackplate changes the height of the engine on the transom. Ideally, you would have both but the t&t is probably the one I'd opt for first.

c/6

Hooty

bonehunts: Look in Cabelas. They have a tilt/trim jackplate. Its called PT-130 POWER TRIM/TILT. Good up to 130hp. Sells for $510 with gauge and $440 w/o gauge.
Good luck!
