Yamaha 99 idling bad - what's wrong

2016 Yamaha 9.9 is idling rough.

Dod you mess with the float height/check float height before reassembling? I literally just had to take my friend's 25hp carb back apart after doing a rebuild kit (flooding, primer bulb not getting hard). Float was too high, runs like a top now!

is someone moving the throttle?
seems to rev up several time in video
if the throttle is not moving, then the only thing I can think of is the timing moving

Water in the fuel.----Or carburetor near empty.------Check fuel pump.-----Test run with another hose and tank.
