Yamaha 9.9 manual start problem??

2000 Yamaha 9.9 MLHY. It cranked fine when I left marina. I sailed for a while and tried to start motor to go in. The pull cord would not budge an inch. Completely locked up. Took the cover off and started it with a knotted rope on the fly wheel. When I got back the crank cord was working fine.

What should I check to prevent this from reoccurring?

If it happens again what should I check?

Are you sure it wasn't in gear?The safety mechanism will prevent you from being able to pull the cord.
