Motor is a Yamaha 9.9 4 stroke with maybe 10 hours. It has been about a year since the motor was last started. I put motor in a test tank with fresh fuel in gas tank. Motor started right up but smoked (looked white to me) for a second then stopped. There was what looked like oil floating on top of water in the test tank. Motor ran fine. I started the motor 3 other times and there was no smoke. Do I need to have the motor checked out?

nope, its rather normal especially if the engine was stored trimmed full down or layed on its side.
some oil runs past the rings and gets burned off.
