Yamaha 200hp saltwater series 2

Have 2001 model Yamaha and will not start has 13.5 volts at each battery turns over well has compression and fuel but seems to be lacking spark to all cylinders. Siren sounds from controls. Have checked oil levels and voltage. Think that the computer is stopping motor from starting. Has been sitting for a few months for renovation. Can anyone shed some light for me please?

yep, stupid ECU is seeing a stop signal while seeing a start signal so its confused.
once its confused it sounds the alarm while cranking to alert the observant operator that its getting conflicting signals from the keyswitch.
check that the emergency stop lanyard is connected, if it is its also possible the emergency stop switch has failed.
