yamaha 1996 25hp not revving and getting hot

im thinking about buying my cousins tinny but the motor has problems we have taking it out before without any problems and the motor ran fine now when we start the motor (1996 yamaha 25hp tiler steer) the motor only idles and wont rev and it gets really hot

any help apppreciated

It sounds like the impeller needs replacing. Was there a warning horn going off,my did that and it would drop out a cylinder to keep you from running it hard when overheated. New impeller fixed it.
