Yamaha 150 Steering Arm

I have a pair of 1987 Yamaha 150s. The steering arm on one of the motors rusted and broke off. The steering system itself is fine, its the part on the motor thats broken. Is this part replaceable? At first glance it appears to be a permanent part of the motor.
