I have had this poblem, and solved it by replacing the priming bulb and fuel line.
To check it, clamp off the fuel line on the engine side of your priming bulb with a small G clamp, make sure you dont cut the hose by over tightening, but it must be tight enough to stop the fuel,
then pump the bulb, if you can't get it to go solid or it goes solid and then looses pressure then the non return valve in the bulb is leaking back into the supply line coming from the fuel tank. You will then know it is the bulb that is the problem. If the bulb remains solid, you could release the clamp and check the fuel supply clip into the engine, sometimes they get worn and leak petrol, if either of these work then replace the priming bulb and fuel line and or clip.
If this does not work it may be the the carbs.
Give it a try if it may resolve your problem.
