Yam C60 Electrical Problem

I am working on a Yam C60 outboard for a friend and have run into electrical issues I hope some can give me path to solve. The motor ran well last year after having a neutral switch replaced. Upon getting the boat ready for this year, I charged and connected the battery, but when I tried to tilt the motor up....no dice. I cleaned the battery terminals...nothing. I went to the controller, and when I turn the key on, the gauges do not power up. No clicks or sounds at all. I tested the power cables to the solenoid....good. Power to the Tilt/Trim relay...good. The top pin of the wiring harness , motor end,(10 pin) shows power. No other pins show power, but then again I'm not sure that they should. I can understand if the switch is bad, but I don't get why tilt and trim won' t work. That should work whether the harness or controller switch is connected ...right? The wiring harness does not seem to have any issues with broken wires etc.. What am I missing ???? Thanks.
