Yam 115F cannot reach max revs

I have been wrestling with this motor for a couple seasons naw and am out of ideas. It is a 2000 115 four stroke.
I went through the filters, including the one in the VST, and have chnged injectors numerous times. It currently runs fine, smooth, starts up like no 2 stroke I ever had. However I can only reach 41-4400 max rpm. From everything I can read I should be in the upper 5,000 range. I do not think it is the prop. it comes out of the hole at an acceptable rate and does not appear to be lugging. The last 1/3 to 1/4 of the throttle does nothing. The butterflies are opening fully. If I hold it back to the 2/3 or 3/4 position and let run it is fine at 4200 or so. If it puch it the last bit it will surge/rev to 4800 or so for a second then moves back to 42-4400 on its own. I am stumped. Is there a throttle position sensor or timing advance system that I need to look at. Any help would be greatly appreciated.

So, what makes you think that its not the prop? Because it gets out of the hole well? Have you verified the tach is accurate? has this motor ever run well for you at max RPM? I have been overpropped before, I was running a 19P SST prop which would only let my 70 HP get up to 4200 RPM, but it got me out of the hole just fine. I eventually stepped down to a 17P with better results. Before you discount the prop, try stepping down pitch and see if your RPMs increase.

I don't believe it is the prop for the fact that if I push the last 1/4 of throttle while cruising it will rev up for a second and then back itself down. It seems like an electrical/computer type throttle back of the rpm's.
Thanks for the input. I may try a different prop just to know for sure.
