Thanks revkev6. I actually just pulled the trim pump and tested both of the solenoids and the pump, which were working. I ended up pulling the whole thing apart and emptying the fluid reservoir, which was also full of gunk and cleaned everything up.
After re-assembling, I put some fresh ATF in (it was previously filled with red ATF), and put it all back together on a new, stainless steel bracket - so no more rusted bracket. What prompted the rebuild was that I was getting no power to my gauges, no horn, no radio etc... all on a freshly charged battery and so I figured maybe the pump was bad and that's why the outdrive won't move.
Well, now that it seems that's not the issue, I'm going to call a marine auto-electrician to help me trouble shoot the issue so that I can get full power to everything and work my way though the engine. After rebuilding the carburetor, I'll tackle the manifold and pull off the starter to see if I can get the block to turn over.
Oh - the propeller did spin, so I guess it is in neutral, but it made a slight clicking sound when I spun it by hand. Is that to be expected?
