wont shift

My 1991 dynasty yamaha outdrive wont shift out of forward, wont go in neutral or reverse. starts in gear and stays in gear even when throttle button is pushed. No unusual sounds in outdrive and hasn't been apart. Any thoughts?

Sounds like the lower shift cable is toast.
