Won't Rev Above Idle

I have at 1999 15hp electric start with remote steering. it starts like a champ but cannot rev it up. cant go much over idle. I've replaced the CDI box all the coils and put new carb on and still the same checked the timing and that is good. any thoughts

Is this an issue that showed up suddenly ??----------Have you checked compression.----Have you checked the reed valves ?---Checked for blockage in the exhaust ?
