wont idle sync n link looks off mark

engine wont idle, will start, keep alive by working choke on and off, rebult carb, new fuel pump, compression 123psi both, spark looks good on both, but bottom plug is wet, with gas. looking at cam follower, it is almost at begining of cam, to the left of it, I see what looks like 2 inverted "V" 's on the cam,is that the mark? the manual calls for C location and note 4, but it doesnt look like the photo at all, no adjustment on the throttle rod, could the syn n link cause the no idle, and gas on the bottom plug? correct adjustment? in the pic the screwdriver blade is where I see the mark.

looking closer, I do see water leaking just under the top sparkplug from the water cover, not sure if water is getting into cylinder, could be gas and water on the plugs, but do need to change the gasket, and the thermostat , stuck in open, still curious on the sync and link,,,

If you have to keep it running by using the choke you still have a fuel delivery problem. When you overhauled your carb did you remove the core plug on top of the carb and clean the passages underneith, is the low speed jet set correctly?

yes removed all 3 core plugs, used a light to check if cleared on slow speed and fast ORIFICE PLUG 59D, light passes thru big tube and small tube to slow needle, slow needle adj to 1 1/2 urns from light seat. soaked in carb cleaner, used compressed air to blow out, float set parr upside down, and 1 1/8 in drop as per manual. removed plugs and see gas as I crank, , any idea on plugs wet and water cover? and syn n link as below?
