Is it necessary to fog the carburators. Is pulling the plugs and spraying a little inside the cylinders good enough. What does the shop manual say? Thanks!

Hello;
By only spraying oil into the cylinders you only lubricate the cylinder walls, and really not all that well.
By injecting the fogging oil through the carbs or intake, while the engine is running, you protect the entire crankshaft, bearing surfaces, cylinder walls exhaust area's etc..
If you were to refer to a manual, I know OMC recommends mixing a brew consisting of a variety of things. Follow the instructions provided with the can of fogging oil and you will do just fine.
Good Luck,
Rob
