Our '88 OMC 5.0L momentarily threatens not to start .......The battery is near-new, and fully charged.... Engage the starter, and the engine just barely turns over (like a dead battery), then quickly jumps to life, spins over smartly, and away we go ........ Any ideas? ........A suspect: The starter was unjderwater earlier this Spring right after acquiring boat, so we don't know how it "spun" before.

That is most likely the problem................sounds like internal corrosion in the starter.

Check your timing, overly advanced timing will cause just that, in fact some very high compression racing engines have to retard timing just to get it started.
