I have no idea what a Fletcher is, but if it is a small person on tube or skis and the boat is propped for pulling it will probably work. If a spotter is required in your area, that likely doubles the crew weight in the boat and is very significant. I grew up skiing behind 20 hp and 40 hp on small boats but I was not very big (under 140 lb at the time) Pulling a tube with the 40 hp did not work well at all.
If your primary goal is to pull skiers and tubes I would suggest getting into something with a 70 or 85 hp motor.
