Why wasn’t my motor peeing water without a thermostat in?

Hey guys so I just found out something interesting and wanted to know why. I picked up a cheap 1988 Mariner 20hp tiller and it was only 350 bucks and compression was good so I didn’t bother running it before I bought it. Anyways I take it home and put it on the muffs and it’s running but not peeing water but I could feel air coming out of the pee hole and even after a few minutes still no water so I turn it off. I check the impeller. Looks like new. Put that back in. I decide to open up the thermostat cover and surprise there’s no thermostat in there! So I go and check my other Mariner 25hp and see that one has a thermostat and that motor pees water by the way. So I take it out and put it in the non peeing motor and start it up and after about 30 seconds it starts peeing a solid stream of water! So it wasn’t peeing water because it had no thermostat in it. But what confuses me is in theory wouldn’t this thing pee water 24/7 with no thermostat? Previous owner said it ran great and never gave him any trouble in his 20 years of ownership. So why didn’t it pee water without a thermostat? Thanks in advance.
