Why does the engine rev high when i push choke in?

Have a late 80s 4 stroke honda outboard. Starts fine but when choke gets pushed in it revs very high. Throttle and choke cables are not touching.

Is that a electric start OB with electric solenoid choke ? if so, probably the plunger is out of adjustment, jams against solenoid interior, this cond will maintain butterfly at a closed working position instead than at open 180? working position after start up. Align plunger to freely work inside solenoid, could add some oil drops on butterfly's rod at both extremes to work freely along plunger. While OB is OFF, push upper plunger fully against solenoid, check if jams when finger released, if so, there's your culprit.

Thanks for the reply Sea Rider. It is not electric. You hve to pull a cord to start it. Sorry but this is my 1st OB so Im lrarning as we go. Would I still hve tht solenoid since it is not electric? Also, I noticed that the valve controlled by my choke doesnt close fully when I pull the choke. Does this matter? It still seems to start fine. Tha ks.

What model or HP? If like my 8HP - check the throttle twist grip and linkage to make sure it is properly controlling the throttle plate in the carb. When in the idle position the throttle plate is mostly closed (covering the venturi opening). It is possible it is set to have the throttle high even if the rubber grip looks like it is set to idle, as the rubber that has the indicator arrow can twist around the fitting it is on. You should be able to activate the throttle by using the linkage right up by the carb to see if that can get it to not rev. Also, not sure about that choke, but on mine when I pull the knob all the way out the choke plate is pretty much all the way closed, and when I push it in it is pretty much open (about 90 degrees to the choke face). That should be pretty easy to see by looking at the knob and its linkage to the choke plate, as (again, on my 8) it is a pretty simple linkage.

Remove carb silencer from carb to have an exposed butterfly, pull choke cable fully out, while looking at butterfly push choke back in and check if butterfly remains closed, half way closed, if so, there's a sticky condition. Lube with an oil drop both bushing extremes of butterfly's shaft, open/close butterfly with cable till closes/opens freely. Add more oil drops as needed if still jams. Automatic transmission oil works spot on..
