Depending on make and model, you may need to disconnect the shift linkage. What model is the motor?

Hopefully you have a manual? If wanting to do a little bit of normal, required maintenance, one would be a good investment. Most of us find the factory manuals to be complete, but the others can help you get by...

If just replaced a year ago there should not be any corrosion/binding issues. You may be missing removing the bolt under the trim tab. You may not have completely removed any shift linkage connection.

But I would question having to replace a new impeller. In larger motors you can get up to 300 - 400 hrs on the original, factory impellers.
