Who made my outboard, 25 HP 1994

This might be a stupid question, but I've read where some lower HP Mercury's were made by other companies and badged Mercury. Is a 1994 25 HP Mercury made by Mercury or someone else like Yamaha, or Tohatsu? Thanks for your help!

1994 is Merc's own. They have a 'Mercasil' block, no sleeves, the pistons run directly in the aluminium. Weird really.... but fantastic engines....
