My outdrive is making a whining sound. Sounds like gears going out. I just replaced the outdrive oil and found it to be milky. I believe i may have damaged the gears in the upper unit due to low oil level.

Ya may have some damaged bearings. Didja check to see if the oil level was down, or was it just milky? Even with milky oil, it should still lube but the water will evaporate out and condense in the upper cap. Water + steel bearings = rust. Time to pull the upper cap and take a look see. 3/8 12 point socket and four bolts. Pop it off and try not to scream too loud.

Before you pull that top cap, you might as well pull the drive, drain it and pressure check it first. Or, if the bellows is full of water, you know where the water is coming from.
