1997 Evinrude 25HP 3 Cyl. Been doing a lot of work to this and the last major thing I did was inspect the flywheel key (motor will not get to WOT). After inspecting the key (was not sheared) and test running the motor, I have oil mixed with water slowly dripping from the upper exhaust next to the pisser. I pulled the head and the 3 O-rings were in really good shape and I could see no visable water corrossion . I ran a new bead of high temp RTV around the outer edges of the head surface, cleaned the head surface, re-assembled the head and let cure. Started back up and within 5 minutes I had mixed oil coming form the upper exhaust again. I am taking it out on the water tomorrow to check if I have WOT now that I have done some work to it but I am concerned about the water intrusion. I have noticed that plates where my high speed orifices are located will have condensation on top of them after running for a few minutes. Is this normal?

That would be normal, the water mixes with the exhaust in the housing and exits there and through the prop.

Have you changed the type oil you have used? Did you just get this boat, or change how you have been operating it?

Recently (4 weeks ago) got the boat from another owner. Not sure what oil he was using. I drained the fuel tank and started with fresh, synthetic.
