when should you drain the water from the block and manifold

i have a 2000 bayline capri, 3.0 merc alpha one, i was looking around in the engine compartment and seen 2 blue hose to drain water from the engine block and the exhaust manifold, how often should i drain the water or should i leave the water in there until the end of the season, if i leave it in there will it cause it to rust on the inside,, jim

You only need to drain it if it's going to freeze.
