do you have to remove the lower cowling? Was talking to Merc people and they said you had too. 89 150 Merc.

I am hoping that you don't, and that the assembly slides out, and you slide the new one in...or is it very much difficult than that?

If I can rebuild a fuel pump, do I have the ability to change out the poppet?

no and yes
there is not much room but it can be done without removing the cowl. if you have a two piece lower cowl its a lot easier to remove that side though. there were two designs one had four screws the other had 2. both assemble about the same way. there are two diaphrams. may be best to look at the one you have before ordering parts. but its not difficult to change. the service manual has a nice exploded view. if not the parts view on mercury express.com is a nice picture
