Hello

Gentalmen said previous owner put a new power head on and it is low hours on it. OMC prop, battery cables , remote control , new water pump. Just need steering.

Said runs like new and will demo. Also will take compression, he says it have even 140 PSI on both cylinders.

He seems honest over the phone and says engine is %100 and solid turn-key ready for boat. Besides asking if the L/U seals are good what should I ask and/or look at with these motors.

Is this a good year/motor and reliable?

What do you think it's worth?

Nada says average retail is $400-$500. Is this what I should go by when making an offer?

A motor is worth what someone is willing to pay for it and what someone is willing to accept for it.
If you can you should at least give it a compression and spark test, let a little lube out of the lower unit to see if it is contaminated (after a water test) and ideally test it out on a lake and not the hosepipe.

around here that motor would sell for around $1K- 1200, if you really like the motor and it is just what you need slightly higher would be justified...IMO...A brand new one without controls or prop will sell for around $4500-5000.
