i have a 4hp johnson, i think it is a 1969. 4w69b is themodel number. Is this motor water cooled?

Yes, 1969
Yes, water cooled, water pump in the lower unit.

i've changed impellers on bigger motor but never a small one like this 4hp is it any different?

Yes it's easier, no shift linkage to deal with, just remove the 4 bolts and drop the lower unit.

what is the oil/fuel ratio for this motor

50:1 = 1 pint of oil to 6 gallons of gas.
