got a 70s model mercury 500 serial #3175983 need to find a impeller for it will a dealer still carry this impeller by the way what year is it

Are you sure about that number? According to the docs I have the 500 had a starting number of 3235063 for 1972 and then up from there.

Could it be non-US?

Ooops, my bad. I didn't look back far enough. It's a 1971.
