What to use in large holes?

What do u guys suggest for the fill in the large holes on my aluminum transom?

Marine bondo? jb weld? This transom has had almost everything installed on its rear. The biggest hole is about an 1 1\2". The PO had a big @$$ bolt to cover it.

fill the holes with marine sealant and rivet a doubler patch over with sealant on the faying surfaces

Looks like 2 of the holes are for a tie down, round -about 3/8 in and 1 above the other.
They are nice to have on there and its an easy fix for two holes should you have the same holes on the other side that takes care of 4 !
