Well, it not the best picture but it is probably the pitot tube for the speedometer. You would have a flexible tube running from the speedo and out the transom down to an angled plastic or metal piece which senses the water pressure to indicate the water speed. Usually that angled piece will be hinged to flip up above the hull so it won't get broken and flip down so it will read your speed when running. You have to manually flip it.

It would be easier to tell if you had not taken that picture with a toaster, but yes....it's the speedometer pitot.

Sorry I just zoomed in on a pic I like that tho w a toaster
The flap on the bottom is gone can I buy a universal one as since my boat is a damn unicorn

Good know I have a lot to learn about larger boats replacing the impeller next weekend might as well get the pitot too
