I talked to one shop and all he knew was the year and model of my motor and he said I needed a carb rebuild and tune for 350 dollars, that was over the phone. Should I trust him?

No. You can only give suggestions as to what the problem "sounds like" over the phone.
A tune up is easy enough to do yourself but an hour of a mechanics time costs the same whether he is changing spark plugs or pulling the whole outdrive.
