The engine will need to be rebuilt and the carb, get some prices and see if its worth doing, was it fresh or salt water and how long has it been sitting?

Re: What should I do?

I have some very successful and inexpensive tricks for saving jet ski engines that are known as sinkers, but it really depends on what type of water and how long its been sitting. so if you know the answer to those questions I may be able to help you. as for the last comment I thought you couldn't sink them ,, thats the last thing that the passengers of the titanic said,,,,,as they jumped in the life boats,LOL

It went down in salt and the guy said he got it running after it came up but now it wont turn over he thinks its a starter. What would a total rebuild cost?

it probably has the pistons stuck in the cyl. pour auto trans fluid in the plug holes and some down the carb , let it sit a few days and try to turn it over by hand ,work it back and forth and see if it frees up first.

Re: What should I do?

Get all the fluid out by cranking the engine with the plugs out, It will make a mess I use fittings and hoses and put them in the plug holes for the fluid to blow into an empty oil can. ground the plug wires and pour some gas in the carb. crank that out and it will wash out the trans fluid. when it seems like its cleaned out put the plugs in finger tight and keep cranking and cleaning the plugs, it will eventually start running on one then both cyls. smoke like a dog for a few min. hook it to a hose and run it a few min, then pull the plugs, rotate the engine by hand just past top dead center and push on the top of the piston with a screw driver if it clunks there is play in the connecting rod meaning the berrings are bad, if not ,run it. check the end play on the connecting rods periodically to see if they start to go bad, I have saved countless engines that were frozed solid due to the piston being stuck from water, since the guy started it after it sank the crank may be ok .
