What part is this, and why are there bolts missing?

Just purchased this boat and engine, and noticed that there are bolts missing from the area shown in the picture. Let me know what you guys think.

You mean the big black air box on the front? That is a silencer. The carburetor intakes are very noisy without it. I have no idea who took the bolts out.

Those bottom ones are the most likely to be missing - hardest to reach to put back in.

lol you mean the 2 spares they give you in case you drop the ones that are easy to get to
