What is wrong with my 1984 9.9 throttle??

The throttle has very little "play". It doesn't turn very far and has a small range of motion. It is hard to get it to the "start" or "full" position. As a result, sometimes it won't start. And it seems to flood easier, because I pull and pull. When I take the cowling off, I watch as I turn the throttle and whatever I see moving, moves very little....it just seems like I should be witnessing more movement etc...I'm far from a mechanic but I would appreciate any and all help. There is a mechanism that limits throttle movement when in Neutral to avoid over-reving the engine. It is possible something came out of alignment so that it is limiting your FWD throttle movement also. You'll have to look closer.

Re-reading your post I can't tell if the throttle is limited when you are underway or only in Neutral when you try and start it - please clarify. It is designed to be limited when in Neutral, and it should start fine at part throttle (in the Start position).

If the engine is cold, make sure the primer bulb is firm and you use the choke. As with any carbureted engine it may take a little coaxing and feathering of the choke as it starts to keep it running. If the problems go beyond this there may be other issues.
