What is this how-to for shifting problems on cobras that I hear of? Link?

Is it easier than the manual?

I have a buddy with a 460 in an old '89 liberator 24' and a million fingers have been in there before me. Before I go about doing the whole kit and caboodle i would like to read it...

Goggle Midnight Wolf OMC tools. They have two tools you need to adjust the cable and updated instructions some of which are not in the factory manuals (depending on when they were published).

Are these different tools than I already have from OMC way back when? Anyways, thanks. I'll Google and read.

If you already have the OMC tools for the Cobra drive then no. There is a tool to hold the bell crank at 90* and a tool to set the length of the shift cable. OMC also made a jig to measure the shift rod height which normally does not change as long as it was set right in the first place. That can be measured with a ruler and t square so you don't have to have it but the other 2 are necessary.
