What is the red lever for

Which way is it supposed to be.

I just started the motor for the first time and it worked ok but the idle sounded high (which could be the choke) and it ran a little rough

The red Lever was about half way between the two extremes shown in the pictures

Also does anyone know what the cap on top is for?

Should have read the top secret files, I found it, would it make the motor idle rough if not set properly?

that is the manual primer (choke) lever, should be turn all the way back over the body of the solenoid, for normal operation. it is activated when you press in on the key.

If my battery is dead, do I flip this lever and use the rope pull start on the flywheel?

How hard is it to pull start a 90 2-cycle?

Yes and how hard is it? Not impossible but does require a lot of strength, 2 hands of course.

It's hard to rope start, but it beats walking home on water.

The cap is to a schrader valve that allows you to use aerosol products for de-carbon treatment and for fogging the engine. You need an injector hose to use it, part #0763644, around $2.00 US.
