What is this hole in the block and how would I plug it up?

So I replaced the block in my Sea Ray with a new 4.3L. Took it out yesterday and with a few more hours on it now I started to open it up a little more trying to break it in. It was running great but when I got back to the dock there was oil all over the place. Seems to be spitting out of this hole where I assume some kind of sensor or something is supposed to go. Must have missed it when I was putting it all back together. I still have the old block and sure enough this hole is plugged up but the hex bolt is too thin and rusted to be able to get off and in the new engine it does not seem to be threaded anyway.

The hole I'm referring to is just left of that blue drain plug, circled in red....I assume it's what? a knock sensor or something else thats not used?

Ayuh,.... That's where Chevy puts the pressed in dipstick,.....

Grab a 3/8" bolt, slather it with form a gasket #3, 'n pop it in there,....

It see's nothin' but splashed oil, no pressure,...
