What is this bracket on Mark 78A?

Hello gang,

I am restoring a 1960 Larson All American and it has a 1959 Mercury Mark 78A that appears to be the original motor / controls / and 3 blade prop.

What I can't figure out is what this little bracket with a loop located about mid-way down the shaft would be used for? It is simply clamped on with two bolts from the rear end of the outboard that screw into the front half of the bracket. It fits the outboard perfectly, so I don't think it was made up by a previous owner - seems to be either an original part or add-on.

It is the silver bit that creates a sort of D ring on the shaft. Take a look at the pictures.

I have seen it used as a place to hook ski ropes

That was my first thought, but the ring doesn't have the same shape I would expect. Is that too low - should I add a pole or tower if the kids want to do both ski and wakeboard?
