What is the hose/tube for?

I have a 1988 Yamaha 70ETLG and while changing the water pump, I broke the fitting on the lower unit-forward that connects to the thin hose that goes up. I followed it up and it turns out that it isn't connected to anything on my boat. What is this tube for and can I do without it?

its for a speedometer.
you can either heat it with a torch jam a screwdriver in it while its soft and back it out and replace it or reassemble it and go play.
