I think it depends on the boat and the trailer. The trailer has to be properly rigged for power loading and you really have to know what you are doing.

Winch loading is always safe and always legal.

Power loading is quick and convenient, particularly if you are doing it alone, but it is illegal at many ramps and is always a bit risky.

I do both, depending on the ramp and local regulations.

The easyest way to put is, if you have to ask about power loading then you are not ready to try it. Watch the pro's for while, ask some questions at the ramp. One mistake and you can do a lot of damage. You realy have to know your boat and the ramp conditions. My 19' Cuddy I could never get to power load, My new 17' Jet boat, the kids load for me. All depends on the boat and the conditions.

I've seen too many "accidents" with power loading to be a fan of it. A good electric winch and trailer guides to keep the boat centered has given me many loadings without any problems. In addition, you're not washing out the ramp site where other people have to try to back in deeper to get their big boats launched. Particularly irritating are the goobers who use the boat engine to help their tow vehicle pull up the ramp.
