I got a second hand 2 hp honda water cooled ex. serial no 010699 I cleaned the carborator changed gear oil and engine oil lubed everything and repainted the blue thanks for the help

Its def a pre 1997 motor as the motor built after 1997 start with letter on the serial numbers such as: BF2D1SCHA

which means: BF2= honda 2 hp D1=2001 S= short shaft C= centerfugal clutch H= throttle grip A= american market
