what is over or under 80" lights

when you are putting lights I never understood exactly what they are measuring when they say over or under 80".

is this the frame width?

the fenders?

the widest point of measure of the frame, fenders, and axles?

what about the boat hanging over the trailer? does that count too?

I have heard opinions that all or just some of these as being "what matters" but what is the clear definition of what is the point of measure that truly matters?

Yes

The width of whatever it is that the lights are going on

Trailer, boat, wake tower on boat, whatever is wider.

ok, so its the absolute widest point of anything and everything combined that is attached to the boat and/or trailer
