What does this konb do? (Johnson GT10)

I got the lend of a Johnson GT 10 to use for the weekends, but she won't run. When I pull her, it runs for about 10 seconds and cuts out.

I think it may have to do with the knob in the picture below. I'm guessing its the air/fuel mix because its goign into the carb? Can anyone confirm this? Also, does anyone know the setting that this should be at?

If it setting right in front and says lean/rich, that's the low speed idle adjust knob. Rough setting is 1 1/2 turns out from GENTLY seated.

Yep....lean/rich idle knob. As I posted, rough setting is 1 1/2 turns out from gently seated.
