What does this hose do? As well as other issues.

My uncle was going to scrap this boat. It is a 1999 Sea Ray 190 with the 5.0 litre thunderbolt ignition motor. There are multiple issues with it as last summer the home through the transom got a crack in it and the engine got a bit wet. It was taken to a marina and they flushed the engine and put new oil
And did whatever they had to do and then winterized it. The boat didn’t get put into the water until labor day before it went in the water we had to take it to a local guy as there was no power. He said he fixed it and we would be able to use it. On the second trip out there was smoke coming from the engine compartment.
My uncle was frustrated, took it out of the water by pulling it with his seadoo and now it is mine.
I looked in the engine compartment today and on the engine there was a large match stick. It was on the engine block. Would it get hot enough to cause that to smoke?

I went to take the drain plug out and noticed this hose hanging out of the transom looked around and saw this nipple on the stern drive and im not sure what it does or if that is where it goes.

This issue might be enough to scrap the boat even if the engine was pristine...

the anode in the picture needs to be replaced.
