What does this do

swapped Vortex heads and 2bbl manifold onto earlier 5.0 SBC. What is purpose of hard flex tube that connects from intake manifold to exhaust manifold

What kind of SBC you working on, and can you post a pic?

Sounds like part of the EGR system, used to (hopefully) reduce air pollution.

But without pics that's a guess.

without the crossover exaust in the heads to heat the intake manifold for the choke pot a new hot exasut system was added from the exaust manifold
