Could someone tell me what are these and what they do

That white thingy pushes down.------It is called a " pitot tube " and translates water pressure into boat speed.-----Airplanes use the same concept for airspeed input.-----

So the water maneuvers them to gain more or less speed?

????-----It is a sending unit that provides water pressure to a speedometer.-----Just push down on it to put it in the working position.----A crude , simple device developed years ago.-----Or simply throw it away and use your modern phone to get boat speed !
