What am I missing?

The reverse lock don't work on my Merc 650 4cyl, s/n 2602069
So I took down the lower unit and around the shifter was two white nylon pieces, the lower one has a ramps , but I don't see anything that splines with the shifter that could run up the ramps and push the rod for the reverse lock.
Is this motor missing a piece?
Heres a pic of what I got.

That is your reverse lock cam. It may fit around your coupler instead of being splined for the shaft. My02

The one on the right goes around the shift shaft up above the lower unit in the driveshaft housing, the reverse lock rod also comes thru it. It just slips up in there, push it up in just before mounting the lower unit, it's purpose is to keep the reverse lock rod aligned. The piece on the left is your reverse lock cam. When in reverse, the highest part of the ramp should push your reverse lock rod up which in turn clamps your motor down vis the paws on your engine mount. Do yourself a favor and replace it with a new metal one, the plastic ones wear out and yours looks like it is pretty worn. Unless yours is different than my '77 500, there should be splines in the center that goes over the shift shaft in the lower unit.

If you look under GEAR HOUSING ASSEMBLY, COMPLETE (PAGE 1)
you will see the stackup of the parts and under DRIVE SHAFT HOUSING ASSEMBLY, you will see where the reverse lock rod goes through the guide, item 12, which is the right hand in your pictures.
